सर्व विद्वान् व अविद्वान् इस बात को निस्संदेह स्वीकार करते हैं कि विद्या के जैसे बऔर अंश है वैसा ज्योतिःशास्त्र भी एक अंश है। इस विषय में कई एक विज्ञानवान् जो ज्योतिष के गणित अंण में रमे हैं वह गणित को प्रधान मानते हैं, अन्य फलादेश को अप्रधान व असत्य मानते हैं; परंतु जो दैवज्ञ फलादेश में रमे हैं वह फलादेश को प्रधान और गणित को उसका उपयोगी साधन व अप्रधान मानते हैं, क्योंकि गणित के द्वारा तो प्रत्यक्ष के पदार्थों का ही ज्ञान होता है, किन्तु फलित के द्वारा परोक्ष के पदार्थों का भी ज्ञान हो जाता है। पर इस समय गणित के माननेवाले जैसे गणित के अंश को निर्विवाद सिद्धकर दिखाते हैं, ऐसे फलित बंश को सांगोपांग दिखलाने वाले बहुत थोड़े विद्वान् मिलते हैं, जिसका कारण यह है कि इस देश के अभाग्य से आधुनिक विद्वानों ने ज्योतिष का मुख्य तत्त्व जो गुरु परम्परा से प्राप्त होने योग्य था सो अपने पुत्र तक को नहीं बतलाया, तथा इस विद्या के विद्वानों को राजा महाराजाओं से आथय नहीं मिलने से उन्होंने भी उस तत्त्व को ग्रहण करने में श्रद्धा से परिश्रम करना छोड़ दिया इसी से इस समय के ज्योतिषियों की कही हुई फलादेश की विधि यथावत् नहीं मिलती है; इससे उसमें सर्वदा लोग मूच्छित रहते हैं और कह देते हैं कि यह अंश झूठा है।
विचार का स्थल है कि-जिस तत्त्व को बड़े बड़े ऋषि महर्षियों ने कहा है तथा जिसके द्वारा पूर्वाचार्य सम्पूर्ण जगत् का भाबीफल (अर्थात् शुभ-अशुभ लाभ-हानि, सुख-दुःस, जीवन-मरण, यश-अपयश, राजाओं के परस्पर शांति-युद्ध, संधि-विग्रह, जय-पराजय, वृष्टि- अनावृष्टि, सुभिक्ष-दुर्भिक्ष, समर्थ (मन्दी), महर्ष (तेजी) कौन से देश में, कौन से प्रान्त में, कौन से नगर में तथा कौन से वर्ष में कौन से मास में, कौन से दिन में, किस वस्तु की अर्थात् धातु में सुवर्ण; रूपा, तांबा आदि। जीव में-हाथी, घोड़ा, गाय, बैल, घृत, कस्तूरी आदि। मूल में अफीम, कपास, रुई, धान्य, तेल, गुड़ादि की कितनी २ मन्दी और कितनी २ तेजी किस प्रकार से होयेगी इत्यादि अनेक विषयों का निर्णय करके पहिले से कह देते थे। इसी से वे लोग दैव की गति को जाननेवाले दैवज्ञ कहलाते थे।
